Sport 21 2003-2007 The National Strategy for Sport

A shared vision

A country where sport is more widely available to all. A country where sporting talent is recognised and nurtured. A country achieving and sustaining world class performances in sport.

How do we define ‘sport’?
Our definition of sport is both broad and inclusive, valuing involvement at all levels, no matter how casual:
“ Sport means all forms of physical activity which, through casual or organised participation, aim at expressing or improving physical fitness and mental well-being, forming social relationships or obtaining results in competitions at all levels.”
(Council of Europe, 2001)

This is the vision set out by Sport 21, Scotland’s national strategy for sport.

Why have a strategy specifically for sport? Because we – and by ‘we’ we refer to the many partners involved in Scottish sport – believe that sport has huge potential to impact positively on quality of life. From contributing to health, raising self-esteem and widening horizons, to promoting social inclusion and national pride.

We also believe that these benefits should be available to all, regardless of age, gender, disability, faith or ethnic origin.

By putting in place a clear strategy based on agreed values and principles, we will improve the quantity and quality of opportunities, encourage national and local organisations to work in partnership, and make informed decisions about the public funding of sport.

In short, we will be better placed to bring our shared vision for Scotland to life.
